This municipal building project reinterprets the pure geometry of the circle as a spatial and social organizing principle, transforming it into a symbol of equality, inclusiveness, and public unity. The circular form anchors a central public void—an open, accessible gathering space—around which all functional units revolve, physically and conceptually. The design dissolves the boundary between interior and exterior through porous façades, generous openings, and transitional public terraces across multiple levels, encouraging interaction between the building and its urban surroundings. Sustainability is approached holistically, integrating energy-efficient systems, rainwater harvesting, and passive environmental strategies. Programmatically, the building brings together administrative functions, communal amenities, and vibrant public areas within a cohesive, accessible structure. In doing so, it redefines the idea of a municipal facility—not as a closed bureaucratic institution, but as an open civic platform that invites, connects, and empowers its community.
